The stories coming out of Florida actually have something to do with that state’s public records laws that give journalists fast and easy access to police reports. It’s less effort for journalists to get a story out of Florida than most other states, and journalists are lazy.
A lot of “homeless” people migrate to Florida (especially in the winter) due to weather. I’m not saying he did, just that a lot do. So, yes, there are a lot of mentally challenged people in that group.
