Depends on what you mean by perfect.
2 Timothy3: 6 All Scripture is given by inspiration of God and is profitable for doctrine, for reproof, for correction, for instruction in righteousness,
17 that the man of God may be perfect, thoroughly equipped for all good works.
I believe this is the type perfection that God knew Noah to be. The same type of “perfection” of faith God knew Job to be. Daniel, Shadrach and Abednigo were “perfect” in faith and ready to die for it.
Hebrews 11:7”7 By faith Noah, when warned about things not yet seen, in holy fear built an ark to save his family. By his faith he condemned the world and became heir of the righteousness that is in keeping with faith.
That is why God found Noah perfect in his generation. Not because of lack of sin and some sort of genetic symmetry but because of his faith and his willingness to do what God wanted him to do!
If you are implying some sort of lack of “genetic” degradation on Noah’s part as to why God favored him then you are speaking beyond black letter scripture and making up white space doctrine. And you accuse me of lying?!!...well then let the Living God judge between you and me!
