Here’s a hint. In China it is against the law to eat snakes. The only people who can eat snakes are the bureaucrats that enforce the snake eating law.
So it stands to reason that people who are in charge of making sure things that are not for knowing stay secret are the people who know it.
That is fine—but think through the implications, particularly of generational secrets.
Many of the keeper of the old UFO secrets are dead.
How did they pass on the torch?
Who gets to decide how they do that?
What happens if they “break the rules”?
At the end of the day some sort of organizational structure is needed.
