And I'm guessing(unless someone narc'd out Pres. Trump) it was Haberman's story about ripping up docs and flushing them in the toilet that Archives used as the referral to DOJ. I really haven't been able to nail it down. I'm sure someone knows better than me.

Looks like VP can declassify. It is mentioned 134 times in the E.O. 13526 - Pres. Obama supersedes E.O. 13292 - Pres. Bush (which allowed VP to classify\declassify)

I didn't check for all the qualifiers...
