What are "surrounding materials" ? must be classified ...from his senate days ? if not classified, why take senate stuff ?

NO!!! That only explains what President can do. Civil!! The PRA didn't apply to Senator Brandon, VP Brandon or SoS Klintoon. They are/were subject to the Espionage Act!!! Criminal!!!
