Both are required for the start menu to work properly. Disabling them slows the menu down significantly. They're not optional services in Windows.

It is when you've only got 4Gb of RAM.      

Ask the original poster how much RAM they have. I'd be surprised if they have more than 6Gb. :)

But I agree about your low end and high end assessment.
