"Motion to Vacate" rule sounds great. But if it allows any Congressman to call for a vote to remove the Speaker, then what's to stop a DemocRAT rep from making this "motion" on a daily (or even hourly) basis against McCarthy to disrupt proceedings or Congressional hearings?

As noted above, anything preventing the House from doing anything is CONSERVATIVE.
Conservatism is reducing government and its involvement in life. Conservatism is NOT getting things done. It is doing nothing or undoing things.
These filthy types who come to Washington to Get Things Done are not Conservative, and not Republican either, btw.
They make the motion, it is voice voted upon, nays carry and they go forward with business. About 5 minutes.
It means McCarthy’s Congress gets nothing done over the next 2 years. And I have no problem with that, as their definition of “getting things done” means the taxpayer takes it in the shorts.
I believe that rule goes back to what it was before Newt Gingrich became speaker.
When the rules package is passed on Monday, someone should do an analysis of how it empowers the “progressive” wing of the Democratic Party as much as the “conservative” wing of the Republican Party Representatives. To what extent does it reduce the power of Jeffries and the other Democratic leadership?
It may be messy, but enabling diversity among the Democrats is not necessarily a bad thing.
Right - it might be one of those deals where only someone who voted for the Speaker can raise a motion to vacate.
Back in the day, Bob Dole as Leader sometimes voted with the Democrats so he could later raise a reconsideration.
They would quickly tire of that. But as others have said its fine with me also.

It turns the Congress into a Parliamentary system…with no confidence votes whenever people feel ornery.
It’s only been used twice in history.
Freedom Caucus didn't win much except for 3 things:

There’s nothing for the Rats to gain by doing so.
They control the senate and the presidency so they can stop anything the house does.
In the case where the senate initiates bills first and then sends them to the house, using this motion to stop the house from voting on it obviously does them no good.
This change will give the 20 conservatives a fair amount of leverage over Mccarthy. He won’t be introducing any bills that the 20’s (or even 5) don’t agree on. No legislation will go forward they don’t approve of.
In effect this gives the conservatives veto power over any proposed legislature, even if the majority of the house is in favor of it. (A coalition of RINOs and RATS.)
So this concession is a big win for our side. The recently passed 1.7 trillion porkulous bill wouldn’t have passed even if there were enough RINOS in favor of it.
Yes - that would be the best wording for using a “Vacate” motion - only those who supported McCarthy can make the motion.
Rats are destructive, lawless 2 year olds and will pull anything to interfere with our restoring the Republic.

Yes, what this rule does is guarantee that no new laws will be passed over the next two years, so Biden will be busy signing executive orders.
In a way this rule does to the house what the filibuster rule does to the senate, but even more so. A very small persistent minority can prevent a bill from getting voted on.
Given that we have way too many laws as it is, this is a step forward.
I did not understand all that. You are advocating that the GOP not be Conservative?
