FWIW- I was in the senate chamber when the Clinton / House impeachment managers brought into the Senate Chambers, the two articles of impeachment and handed them off to Chief Justice Rehnquist. Drama at high noon. I was ordered to take my hands off of the railing in front of me dividing the seating from the chamber above and the floor below, by the senate security. Tsk. Tsk. Tsk. Gotta’ be reverent and all.
