Federal agencies, like all bureaucracies, look to increase their size and power. They want to grow.

They are constantly working to increase their reach and budgets.

The bureaucracies really took off under Progressivism, which saw them as the way to circumvent the restrictions of the Constitution.

Now, the administrative state is the major threat to the Republic, especially if you include the CIA and the FBI.
