No they cannot. It was not just a count issue. It was voter suppression at the voting centers. And her lawsuit also mentions tens of thousands of illegal ballots that were obvious signature frauds. Those ballots and envelopes can not longer be associated so the entire batch of ballots is hopelessly tainted.
And audit/recount will just count a batch of fraudulent ballots.

The VOTER SUPPRESSION in Marciopa ALSO DISENFRANCHISED EVERY VOTER IN EVERY COUNTY THROUGHOUT ARIZONA. The scope of the suppression extends to STATEWIDE DISENFRANCHISEMENT AND NEGATION OF VOTER'S VOTES.

Those ballots and envelopes can not longer be associatedHobbs' testimony was that the ballots erroneously slipped into the 'black bags' were able to be separated by Runbeck's[?] batch numbers because they image capture the signature and ballot for 'archival'.
