It’s the Second Beast of Revelations, that came into the world like a lamb but changes into the beast that is in service to the first beast and the world into service to the first beast.
I do believe the SDA church properly identified the Second Beast
The First Beast is the Roman Empire, especially Nero. The Second Beast is Apostate Judaism (i.e., the Jewish priests and leaders who opposed Christianity).
But Revelation also functions as a metaphor for every age. Thus, the First Beast is every political or secular authority that opposes Christianity. And the Second Beast is every religious leader that opposes or subverts Christianity.
