By the same token you are arguing a girl who sleeps with a few of her boyfriends during her time at college is a whore or that a dictatorship that offers citizens a little bit of freedom is a "free country."
The UK and Germany call themselves "socialist countries" but they are not socialist or collectivist or communist states. They have merely adopted some of the superficial embellishments of socialism.
Venezuela is a socialist country.
