THAT is what you're praying for. That kings and all who are in high positions bring about those conditions, not for them individually.

Actually, it says we are to pray FOR kings, leaders, etc., THAT we may lead peaceable lives.
Praying for our leaders is the means; leading peaceful lives, etc., is the end.
