The laws definitely haven't kept up with the technologies and there's a real risk of teens facing serious, life-destroying consequences for behavior that they might not have been able to fully comprehend the severity of.
The flip-inside unfortunately, is if you relax the offenses of, say, 14-17 y/o sexually explicit photos, now you'll have fully grown adult men who take up the trading and distribution of this new category of "less-criminalized" child porn.
