They are (obviously) lying. Of course it would be unethical, but that sort of thing has never stopped all kinds of really shady &@$t in the past 80 years.
The funny story is that it was an accident that the CIA human resources folks got involved at all—CIA was not a part of the original programs.
The Department of Energy had to deal with the first crash caused by radar (Trinity, 1945) since it was close to the Los Alamos site. The US Air Force had to deal with Roswell and Aztec in the next couple of years.
The Navy got involved later.
These departments asked the CIA for some technical advice/assistance and one (very smart) scientist there identified mistakes the other agencies were making—and they said—”fine, you take it”.
This has been a “hot potato” for a long time....
