I think the dog comms were used by both sides to communicate that someone had just had a legal consequence, such as took a plea deal, received a conviction or even a death sentence. I recall a few black hats tweeting that their dogs had died (e.g. Comey tweeted his dog had died and then GHWB death was announced). A few white hats talked about their new puppies and their antics, possibly meaning they were starting a new plea deal/tribunal/etc. That’s what some people determined the dog comms meant due to their timing and events occurring in parallel. What they really mean is still open for discussion. Maybe something, maybe nothing.
