Hard to untangle this one. I have to think about it some more.
We know Milley is corrupt.
Milley could be blaming the DOJ's actions on the military with this quote: "GEN Milley told us that the Dod initiated these interagency meetings even though the DoJ was the lead Federal Agency. He said the reason the interagency meetings were happening was that he, Mr. McCarthy, and Mr. Miller, and others insisted on the coordination meetings."
I recall there was pushback before re Jan 6 and Milley (whomever he said did whatever it was, that person got before the cameras and said it wasn't true) over details but I don't remember exactly what that piece of data was. That came out 6 months ago, or more.
I wondered, reading your post, if Trump's request for the National Guard was trying to be filled, or if the DOJ said, "Fine. We'll be there too," and then Miller said "We have to coordinate." Actually, I think it was Miller pushing back on something Milley said but I suspect it was a separate topic (e.g., maybe whether NG troops were requested or not).
The darkest interpretation that comes to my mind is based on whistlblower @JohnHereToHelp who said the Deep Staters were going to turn the Jan 6 protest into an absolute bloodbath, but failed to do so when Trump sent people home and they peacefully left. Pelosi sent some people out to ask protestors to come to the 2nd floor (for bloodbath - lite). However, only one protester agreed to do so, and so the FBI/CIA were said to be hunting down the ones they asked who declined. The whistleblower said the Jan 6 protesters were being mistreated in Jail partly to intimidate those others who were invited to the second floor, from going public.
So the troops being geared up were likely hand-picked agents from various agencies and even military units, but how many were standard mill and how many were 'National Troops'. I recall an analysis of that day including details of the many different kinds of agents there from all law enforcment agencies. The Antifa and other infiltrators were going to pose a credible threat to the Capitol, start riots/fires and kill people. This would 'justify' having the military commandos move in and 'put down a violent life-threatening rebellion' with gunfire.
I think the NG troops guarding the perimeter of the Capitol were denied helmets and weapons. Or am I misremembering that incident? Was the 'no helmets' rule for the George Floyd riots or the Jan 6 protests?
On Jan 6, with the blood and troop action, the Biden Admin would push for martial law or lockdowns of some kind. He would activate the UN 'peace keeper' troops already here to restore order. That would stand up a military to confront white hat military and patriots (Civil War conditions legitimized with fake threats). MAGA and Trump would be declared terrorists and subject to 'action'.
Bloodbath + 'peace keeper troops' are familiar tools of the UN and deep state coup experts. I recall the 2014-2015 Color Revolution in the Ukraine was said to be the pattern which the Richmond, Virginia 2nd Amendment protests were based on. The CIA/Nueland and others put all protestors in the town square, had agents shoot at them from the windows of surrounding buildings, framed the protesters and started a bloodbath/mayhem, and then lock downs to 'protect' people etc. Ever after that, patriot protestors were violent threats to the nation who could be killed. The new Ukrainian puppet regime was propped up and defended, portrayed as 'the people's heroes'.
Re Military Involvement: Ever since a missile was shot from a US sub at the president's AirforceOne when he was traveling to NK, I've realized SOME military are corrupt, but I don't know how they divide themselves. Milley can't give orders so there's got to be someone in charge of troops willing to supply him with soldiers, and those soldiers would be deep staters/infiltrators hand picked for loyalty.
Any traitors (ranking or enlisted) participating on Jan 6 could get caught, but the black hats controlled the DOJ then, so no one would prosecute any US military doing their bidding. White hat military saw the risk of Civil War and wasn't ready to get involved. But fortunately, protesters promptly heeded Trump's request to leave the Capitol, so no bloodbath to trigger the troops and lockdowns.
The Jan 6 protest infiltration/provocation was supposed to take control of the United States and they never expected to lose control ever again.
