It certainly wasn't the policy of the Bush Administration. They told him formerly the U.S. policy in inter-Arab disputes had been non-intervention since the 1960's. They didn't tell Hussein that it wasn't the policy of the Bush Admin. So you missed how diplomacy failed to prevent the war, and actually encouraged it.

Glaspie gave hussein the non-interventionist repsonse, and Hussein took it as a green light to invade.

So stating the non-interventionist line had a bad result as you state.
