A state legislature can have an oversight committee do an investigation which they can describe as an audit. A state legislature can pass a bill, which if it becomes a law creates an audit.
Candidates cannot ask for and receive election “audits”. In many states candidates can’t get recounts. Arizona for instance has automatic recounts when the difference is less than 1/2 of 1% of the votes cast for an office. A candidate cannot pay for or require an audit unless a court so orders one.
