An important distinction is that Ballots are not VOTES. They are a representation of ones desires. So, it is not how many votes a candidate gets, but how many ballots are counted. AS Stalin said, “ “It’s not the people who vote that count, it’s the people who count the votes.” He was right, but we are not counting votes, but we are counting ballots that were printed up (probably with the winner already on them.)
