From reading Intel Slave, sounds like a temporary retreat from Kherson. Ukraine was trying to blow up a damn which would have flooded a city, iirc. So RU evacuated all residents and retreated for the time being.

My read of the military situation Kherson was that the Russians didn’t want to winter trying to supply a sizable force, where supplies would have to travel across a bridge or a series bridges. So they moved the force to the other side of Kherson and blew up the bridge behind them. A tactical move. I read the force was 30,000 troops in size plus civilians.
