Previously unregistered absentee ballots were intermittently being registered manually at the voter verification table as the ballot was being scanned for a registered voter, well before the “late van” arrived. Very illegal, but day shift challenger team ( very trustworthy) had already lodged a complaint with election officials via our onsite lawyer. So we were tasked with record as many of these instances as we could.
I think many (but not all) of the vote processing personnel knew the were burned and kind of just going through the motions at this point, hoping for the best of a bad situation.
