If the President and Vice President both die, the Speaker of the House becomes the next President, not Acting President.
The original text of the Constitution spoke of "what Officer shall then act as President." When William Henry Harrison died, John Tyler called himself President and got away with it, although some people thought he was only the Acting President. In any case the 25th amendment addressed that point and said that the Vice President shall become President.
