Yes, they are. I have no doubt it has been going on for a long time, but this is the second election in a row they have blatantly committed their fraud out in the open & right in front of our faces. What make anybody think Trump will ever be allowed to be President again?
I hate to say this out loud, but I fear under current conditions, and I don't see anything changing, you are absolutely correct.

They will pull out all the stops to STOP him.
Now just what that will be remains to be seen but it won't be good.
