Yes, the mail in ballots are ripe for cheating. In CA they mail them out to everybody, whether they live here or have moved away decades ago. It's a total scam.
I will say that personally, I like taking my time filling out the ballot at home & doing research on the candidates/issues that I am not familiar with as I fill it out. This latest ballot was 4 pages long. I then walk it to the voting area & leave it with a live person. A day or two later I get an e-mail confirming that my ballot was received & counted.
