There will never be any real punishment, but the DNC might use this as leverage to get Biden to not run for reelection in 2024 if he gets any ideas about seeking a second term.
Biden isn't running the show at all, so it won't matter who Democrats nominate. Whoever it is will be just another lackey they will commit voter fraud to put into office.

That, more or less, has been my expectation. Biden will be pushed out after the mid-terms; ostensibly for non-mental medical conditions.
Kamala will pardon him anyway before charges (ala Ford) and be positioned for a potential 10 year term.
She will nominate for VP a member of the senate (my money is on Amy Klobuchar, presuming MN still has a Dem governor) who will be easily voted in by the senate (they being collegial and all). Amy will be presented as a moderate, fresh face for the 2024 elections. (Of course, her real positions are well-aligned with Bernie Sanders).
