It's a map and suggests nothing. It's just interesting to see that Kiev was Russian and in fact it's capital - interesting also that S. Peters burgh is so close to Finland - and how those once former Russian cities ran an arch in that area now Nato. As said, I like maps. ..and history. Helps to understand the present.

Interesting that Washington DC is so close to the Atlantic Ocean and not deep in Indian territory.

Ok, fair enough, but you misread the map (or perhaps I misread your comment). Kiev wasn’t the capital of the Russian Empire. The capital was St. Petersburg.
