There have been lots of nationalities/ethnic groups who created countries relatively recently.
Russia created Ukraine as a separate country, to start with.
Russia agreed to guarantee Ukrainian borders. (as part of Ukraine giving up the nuclear stockpile inherited from the Soviets)
Russia is the one violating its own signed agreements.
