Distinct possibility that nuclear war would not be allowed. I think people sense this.
Back in the '60s, nuclear war seemed almost inevitable. After all ... every weapon system eventually gets used, right?
But no one thinks this anymore.
The U.S. has had numerous examples where control of our silos was temporarily assumed by others. I think Cap Weinberger talked about this. Doubtless other nuclear powers have also experienced this.
Norks' nuke test was a dud. Then their mountain collapsed. Secret weapons of the U.S.? (or something else?)

I’ve seen this discussed a lot some time ago; people who seemed to know what they were talking about said that such suitcase nukes need regular maintenance of some kind to work, by people who know what they’re doing.
I tell people all the time there has never been a successful armed or otherwise MIRV re-entry. There are hundreds of stories about tests that went sideways with no explanation.
