I don't think the quote is real. The sentiment is certainly out there in real life - we see it everywhere. But I just don't think they have those kinds of meetings in the public eye and print up reports in the newspaper. The pushback on the WHO and Kissinger would have made some kind of mark.
Personally, I doubt Kissinger said things like 'game over' and 'win-win'. One 'source' (MSM, so who knows...) claimed Kissinger never spoke before the World Health Organization. I think the WHO has programs to exterminate us but doesn't name it the Eugenics Council because some people would object, and they are all about harvesting donation funds by padding their fake altruism with images of them rushing clean drinking water to parched regions of Africa.
I think this kind of meeting is held in private and is clothed in 'do-gooder' fake prose, the way Gates talks with a creepy smile about 'helping' countries reduce/elminate birthrate etc.
Basically, there's usually a layer of Shinola covering the 'geniuine immitation leather' motives of the filthy 'elites'. I can see why someone would make that newspaper meme - it would almost be refreshing to hear them admit so plainly to their decades of planning.
