In various times that the FIBs do t want to be subjected to oversight (courts, Congress) the often hide behind a defense of the inappropriate disclosure if "means and methods".

If the FIBs make it a habit or policy to use various 'means and methods' that are clearly unlawful (changing 302s, lying to FISA court, deleting exculpatory evidence, committing crimes to infiltrate organizations) how will they ever be subject to oversight or having the malign behavior exposed to clean up the mess?
