Simplest solutions always seem to be the most successful.

..place charges while pipe is actually being laid: at or near the surface and in circumstances that reduce detailed inspections. (Pipe laying operation at sea while being observed/harrassed by semi-friendly types is a possibility)

..two or three pound shaped charge placed directly on (or on the bottom of) the pipe; easy to handle/smuggle, far more effective and ability to place multiple charges for redundancy.

..only a limited number of people involved in the actual placement of charges. Saves op costs as well as number of "accidents" required to remove liabilities.

I always have to be careful. Shaving too closely with Occam's Razor can lead to a nasty cut.

I have always been partial to Hanlon's razor: "Never attribute to malice that which is adequately explained by stupidity." I would add, "But don't rule out malice just because they are stupid."
