That could be. But at rallies Trump will often talk about (as he did tonight) how he offered the WA and MN Governors to send in the NG and they declined, but he finally sent them in anyway. It could be a bit of a white lie from Trump, but who knows? Anyone who has watched a Trump rally knows not to take everything he says too literally. Could be the case here.
