There's a lot of talk lately from scientists like Garry Nolan, who is the subject of this thread, and Jacque Vallee suggesting that whatever this "thing" is, it is not "alien" in the classic sci-fi sense of beings from another planet or star system. The consensus (if there is such a thing) seems to be that no one has any idea of what we are dealing with (it is called "the phenomenon").

Nolan has said (and I think many others agree) that whatever this "phenomenon" is, it has been here on Earth for a very long time.
