What they fail to realize is that the country and the world are a very complicated places and CANNOT be managed in a top-down manner.

It brings to mind the Dunning-Kruger effect wherein not-too-bright people (not unintelligent because of a lack of brain power, but because of "what" and "how" they think) overestimate their abilities.
Remember the designers and implementers of Obamacare. At the head of the list was Jonathan Gruber of MIT. He had zero experience outside the academic world, but he was sure that Obamacare would transform the healthcare world, making healthcare inexpensive and available to everyone.
He is the perfect example of the Dunning-Kruger effect. He is obviously smart, being a professor at MIT, but he is also "stupid enough" experience-wise to overestimate his abilities.
Gruber is emblematic of the Left in general.
They honestly think they can rule the world because they are the elite. How stupid they are in this respect!
