I’m listening now. A man is saying and others (not sure what kind of first responder he is) have noticed that there is training (incident command type) shortly before actual mass casualty events, such as 9/11.

Does he say where the training is? In my rural area, there’s been a ton of military aircraft in the sky lately. Definitely not routing training flights. If the chem/bio/nuke training mentioned is nationwide, then there’s a chance it may be connected with what I’ve been observing in the sky.
