The Constitution was designed as an honor system. A true Republic requires men of integrity to not sell your power to the highest bidder. This is why the Founding Fathers wanted citizen representatives who had other careers so they would not be tempted by the obvious opportunities.

Excellent article as always and I especially liked the passage above. Our Founding Fathers did not expect that the Constitution ever needed to be enforced. In fact, that would have defeated the purpose entirely. Instead, it was expected to be embraced and honored by a free people.
