Notice how they worded this....’certain neighborhoods’. They aren’t saying the whole city of Miami is up on this deal...only certain neighborhoods. Probably desperate in some way to move 1-star homes, and this is the gimmick to get people active.
But if you glance at economic signals....there’s some massive 2008-like situation to occur before the end of 2022. Banks probably desperate to get some capital flow while they can.

Can I apply if I self identify as Black? The article says you don't have to be Black or Hispanic.
You only have to buy a house in a designated Black or Hispanic neighborhood in certain cities.
So if you want to buy a house in the 'hood or barrio, go for it. You're eligible regardless of your race.

From the article:
"Applicants do not have to be Black or Hispanic to qualify for the product, a bank representative said."
Seems to be based on neighborhood, since it would be illegal to actually target these loan products on skin color. It'll end up in another bailout package for these lenders in another 15 years or so, which taxpayers will end up paying for. We all know that we're going to end up paying for this.
