Umm, don’t all municipalities generally “go it alone” when it comes to supplying basic necessities like water? The state sure didn’t come in to set up water filtration in my city.

I read that the state wanted to take over the water system because of the structural problems and the city’s mismanagement, but the city government refused.
What does he mean by “goin’ it alone”? My town goes it alone and has for years.
