There’s a $3 charge for Utilities here in my area if paid by a charge - they want debit or check which is no charge.

Ditto. Same thing with my power company. What is up with that? My cable company and wireless phone company accepts online credit card payments with no apparent payment surcharges.

Not sure why they want a fee for using a charge card. Both my phone and Electric have fees as well.
