I know folks around here complain that there are no proposed solutions.
I have a solution to the “expert” problem.
Nobody can be declared an “expert” until they have spent five years in hard agricultural labor.
The Chinese called it the “Cultural Revolution”.
And monkeys could fly out of my butt also…
