..... Before we dive into the murky past, we must make sure that we understand some basic principles first. Continuity of Government (COG) is a strategy. Within COG exists further continuity plans such as Devolution and Continuity of Operations (COOP). Both strategies fall under the umbrella of COG.

Continuity of Government was not started under Trump. Neither the strategy nor the plans were something that Trump enacted in lieu of election fraud or in response to it. The facts are that the first and ONLY time COG has EVER been implemented in the modern era (since 1814) was under President George W. Bush on September 14th, 2001. There have been many plans drawn up for COG by numerous administrations prior to that date, but only President Bush implemented those plans, and they have never been rescinded. To suggest otherwise is patently false.

During the Carter administration, COG planning was brought under the umbrella of the newly created Federal Emergency Management Agency (FEMA). The Reagan administration embraced and enhanced COG operations as part of its strategic military posture, which involved planning to fight and win a limited nuclear exchange with the Soviet Union. COG protocols have been updated by every successive presidential administration, and existing COG plans were even implemented shortly after 9/11.

It is true that President Donald Trump did sign Executive Order 13961, and this does pertain to Continuity of Government, but this is a continuation of the COG that Bush initiated in 2001. Since 2001, Executive Orders have been issued by every single administration to detail their structure for COG. Upon reading EO 13961, you can see that it is in direct alignment with 3 previous directives, one of which it also amends. These are both Federal Continuity Directives (FCD 1&2) of 2017, and Presidential Policy Directive 40 (PPD 40) of 2016. While PPD 40 is not publicly available, both FCD 1 & 2 are, and by reading the text in those Directives you can trace its successor as well. This can be done over and over, and eventually you will find that EO 13961 is a predecessor of a 1955 Eisenhower Directive: NSC 5521- Relocation Plan. In fact, we did just that. Here is the “bloodline” of Executive Order 13961:

As you can see, we can go as far back as the Eisenhower administration and find that our government was making plans to declare an emergency that would lead to COG (Armageddon Plan). We will get to that later. To find the real beginnings of the shadow government and the deep state we must go all the way back to the early 20th Century.

Three months early: Vote by mail for November election begins in Illinois already

All registered Illinois voters are eligible to vote by mail due to a new state law allowing voters to tell their election authority they permanently want to receive mail-in ballots.

Illinoisans looking to vote by mail can apply online.

Voters can use the Illinois State Board of Elections website and then choose their local election jurisdiction from the menu under “select a jurisdiction.” If the local election authority has an online process, follow the directions there.

Bryce Hill, an economic researcher with the Illinois Policy Institute, said a higher number of voters turnout when there is a mail-in option.

“We actually see an increase of about two percent in voter turnout,” Hill said. “For Illinois, that would mean an extra 215,000 votes on an annual basis.”

Hill said the more voters, the better for Illinois.

“It allows more votes for down-ballot measures that determine things like property taxes, and a whole variety of things where increased voter participation is a good thing and voter awareness and education is a good thing.”

Voters can also request a vote-by-mail application from their local election authority, print it out from the local election authority’s website, then return the application by mail. Applications sent by mail must be received by Nov. 3.

Voters who opt-in to mail in voting can still go to a ballot box if they choose not to vote by mail. The general election will be held on Nov. 8.
