It is true that Magistrates are hired by and work for the District Court Judges.

Magistrates are not Presidential appointees.

The guy on the far right is Congresmman Troy Nehls from Texas. He was a Major in the U.S. Army Reserve. The guy on the far left has one pant legged tucked into a boot and one out. The symbol is a bit hard to see/read but it looks like the Seal of the U.S. Department of State - similar to U.S> Army Seal but not quite the same..
