Not sure what you guys are calling the “upper hull” on a submarine. The fleet hulls did have superstructure that was more or less fairwater but that is outside the pressure hull, which is cylindrical. The albacore hulls have nothing flat on the outside except maybe hatch covers. And there are not two parts, either upper or lower , to the pressure hull. Ballast tanks blend in to the cylindrical shape.
Controlling pitch and roll is instrumented in or near the control room and it’s the trim and drain pump guy’s job to keep the thing level. It’s all about not spilling anyone’s coffee , you know?

Yeah, I understand the “know” part. Potato head is short on “know.” But as long as they claim he’s president the PDB guys had to at least try to tell him. Anything short of that would be criminal on their part. And they’d better be able to prove they at least tried to tell him. Remember that list of people Trump is sueing? That list could get bigger if WH staffers get clever in terms of beating up on Trump.
