The headline and first paragraph of this post do not make clear who launched the rockets.

Earlier, when I read a headline from a different news source using the same kind of language, I assumed it meant that Israeli rockets went off course and killed Palestinian non-combatants.

The confusing language by the MSM is deliberate.
