Was this before or after Kiev cut off Kherson from all Ukrainian banking and stopped paying salaries and pensions?

( which Russia restored using Russian banking. The ruble is now the currency used in Kherson. Kherson is also using Russian internet and Russian telecomms)

Note that it was not Russia that cut Kherson off from food, water, electricity,
banking, internet, cell phones and other services after the war started

Russian passports are issued to those who want them though the Kiev govt has issued warnings that any cooperation with Russia will be severely punished
