[I have no confirmation it's Houston, but if you look at the end, the background street scene sure looks like cars going by on a U.S. street. Maybe someone who lives in Houston recognizes the location?]
The clothing & headbands are like those worn by Basij in their training. And the same headbands worn by them as they hurled themselves in front of Iraqi tanks & military in the Iran/Iraq war of 1980's.
There is no excusing this as purely religious, and therefore protected right. If it was, they would do it in private.
This is "in your face" propaganda. And meant as a future threat

Very, very creepy kids video. Pure emotionalism indoctrination. Parents should be ashamed of abusing children in this manner.

That was my 1st feeling. Then I realized they were speaking in English in some of it and saw the street scene toward the end.
