Can you explain this term? Does that mean the records can be examined by the public? If the data is tainted or manipulated, what level of reliability is there that shenanigans occurred and can be proven? Also, will the courts treat this as a 'so what' moment since there is little recourse or standing to get it introduced into a court?
Once they are evidence in a criminal or civil proceeding, they will need to be preserved regardless. I expect there will be a number of indictments and lawsuits in August.
