Do I understand correctly that elections are conducted by the states? Is there an Election Act provision that prevents the states from conducting an election even if the feds say there will be no election?

Dates and conditions for federal elections were enacted into law in the 1840s. Property qualifications for federal elections were removed by law in 1826. Age 18 was set for voting via constitutional amendment in the 1960s.

But elections for non-federal positions are totally up to the states.
