That's total nonsense!
The place was crawling with DS operatives, 'tis true, but they uniformly were doing everything they could to assure "Loretta's" safety and that of the other passengers throughout the hoaxed scenario. That continued a week later with the salvage hoax and even years later through the NTSB's falsified report.
The DS planned and executed the scenario, one of the goals of which was to give her a fake death so her estate and assistant could collect millions for that claimed fake death. Simple neglect at any one of many stages could have assured her actual death, but no, the DS operatives clearly were very committed to keeping her alive and covering up their unusually extreme and expensive efforts.
The DS-owned F/V Finback was covertly onsite. On board may well have been the SES Director and a former CIA Director.
Little Linda, I've combed through every picture and video frame I know to be available of the incident and this image below is the closest of any I've seen to capturing a smiling/laughing Fuddy (In other words, no mirth there!):
Note: this image shows the NTSB claims of Fuddy's wearing 1) an infant life jacket and 2) one that was only half inflated both to be FALSE!
